,

SECT ION D
PROPOSeD NCDHA SYSTEM

The NC(!\jA, as proposed, would receive its water through the Big Thompson
Project. W~ter rights fDr this water are still available but in limited
quantities. Because the NCll\iA ,,'ould requit'e large amounts of water, addi-
tional water suppl ies should be investigated in order to avoid sl'ortages
after implementation of the project, A possible supplemental supply, the
Windy Gap Project, may also be available for the NCDWA through the Big
Thomp~on system. ~Jindy Gap '1i1S created as a municipal subdistrict of the
Northern Colorado l'later Conservancy District. Together these two projects
could supply the necessary quant it ies of \'Iater for the opel'ation of the
NCDWP, .

The flCD\oIiI would acquire w~ter rights or ,'ent water frem a !>estern Slope
reservoir \lithin the Colorado-Big Thon, pson system. This wdter \'/ould then be
transferred through the pipelines, lakes, and reservoirs of the Colorado-Big
Thompson Project. The NCDflA would divert its water from some',;hcre within this
system, but logically this diversion should be made as close as possible to
the service points, Three possible diversion points have been investigated
for this sludy. One is to take water from Carter Lake Reservoir, and the
othe" t,.:o would bc to divert 'later from ditfe"cnt lDcations of Flatiron
Rese,'va i r.

.Carter Lake would be a desirilble location for a diversion because there is
more \"I.ller storage availa'Jle and at a higher head than Flatiron Reservoir. In
add it ion, fluctuat iOlls in the level of the Lake '10uld not affect the supply as
they would with a Flatiron Reservoir diversion. The best location for a
Carter lil\'~ t.ap \;ould be the nm'th abutllll:nt of the South Oam, but this tap is

11

!
