The west side of <br />the city is bounded by two hogbacks which run north-south. The higher and western-most of <br />these two hogbacks rises approximately 350 feet above surrounding ground and its serrated ridge <br />is traversed by the well known Skyline Drive. The proposed project consists of seven (7) small <br />detention ponds (one of which is an existing structure) to be constructed by placing low height <br />dams across openings in the lower, eastern hogback at the seven locations shown on Figure ll-2 <br />of Section II. <br /> <br />Problem Description <br /> <br />Currently, stormwater flows exit through openings in the lower, eastern-most hogback and <br />regularly overwhelm collection facilities in the historic downtown and adjacent residential areas. <br />Further, because of the steep, undeveloped nature of the tributary drainage basins, stormwater <br />flows carry substantial amounts of sediment. This material ultimately deposits on City streets <br />and in stormwater collection facilities exacerbating flooding and necessitating regular cleanup <br />and repairs. <br /> <br />Federal Disaster Declaration <br /> <br />The project is entirely within the federally declared disaster area for disaster # DR-l 186-CO. <br /> <br />Damage Survey Reports <br /> <br />Information on DSR's for the 1997 flood disaster have not been included in this report. <br />Completed DSR's for this project area (if applicable) have been filed with the Colorado Office of <br />Emergency Management and FEMA Region 8. <br /> <br />Proposed Solutions <br /> <br />A complete description of alternatives is provided in Section II of the project report. Below is a <br />list of alternatives which were given detailed consideration. <br /> <br />E-2 <br />
