<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />2.5.4 <br /> <br />Maintenance Needs <br /> <br />Public detention ponds, designated as such on master drainage plans, shall be <br />dedicated to the City/County for maintenance following the warranty period. <br />Maintenance of other detention ponds shall remain the responsibility of the <br />property owner(s). <br /> <br />The City/County requires the right and authority to enter upon the private <br />property and make necessary corrections or perform the necessary maintenance to <br />every private detention facility which is a part of the overall drainage master <br />plan. To facilitate maintenance of detention facilities, a 15 foot maintenance <br />easement shall be provi ded around the perimeter at the top of bank of the <br />bas in. Acces s to the bottom of the pond shall be provi ded vi a a mi nimum 14 <br />foot wide ramp at a slope no greater than 12%. Side slopes of the basin shall <br />be no steeper than four to one without City/County approval. Detention ponds <br />shall be constructed off-stream of the major drainageways unless otherwise <br />depicted in the Drainage Basin Planning Study. The cost of such maintenance on <br />private detention ponds shall be the responsibil ity of the property owner(s). <br />A perpetual maintenance agreement between the City/County and the property <br />owner(s) shall be recorded at the County Recorder's Office for all private <br />detention facilities. <br /> <br />2.6 Erosion and Sediment Control <br /> <br />The need for erosion and sediment control facilities, either permanent or <br />temporary, shall be determ i ned accord i ng to the standards for sediment and <br />erosion control (referenced in Chapter of this manual) in developing areas, <br />as required by the City/County. -- <br /> <br />An Erosion Control Plan is required by developers unless otherwise approved by <br />the City/County (see Chapter 4). Temporary erosion and sedimentation control <br />facilities shall be constructed prior to any grading or extensive land <br />clearing, in accordance with the erosion control plan. These facilities must <br />be satisfactorily maintained until construction and landscaping are completed <br />and the potential for on-site erosion has been significantly reduced. <br /> <br />2.7 Flood Plain Standards <br /> <br />The City/County has adopted flood pI ai n regul at ions as part of the "Zon i ng <br />Regulations" set forth in Section 32, Part IV of the "El Paso County Land <br />Deve 1 opment Code" and Chapter 15, Arti c 1 e 6 of the Co 1 orado Spri ngs City Code. <br />The City/County flood plain policy is noted in Section 1.4.2. The adopted <br />City/County flood plain mapping standards include those formulated by FEMA and <br />identified as part of the zoning regulations for the Flood Plain District. <br />Flood depth-damage curves and flood damage-frequency curves are sometimes <br />included in the various flooding investigation reports.
