<br />F. Review and Approval <br /> <br />The City/County will review all drainage submittals for compliance with the <br />manual. An approval by the City/County does not relieve the owner, engineer, <br />or designer from responsibility of insuring that the calculations, plans, <br />specifications, construction, and record drawings are in compliance with the <br />manual as stated in the owner's engineer's certification, as required in <br />Chapter 4.6. <br /> <br />G. Interpretation <br /> <br />In the interpretation and application of the provisions of the manual the <br />following shall govern: <br /> <br />1. In its interpretation and application, the provisions shall be <br />regarded as the minimum rquirements for the protection of the public <br />health, safety, comfort, morals, convenience, prosperity, and welfare <br />of the residents of the City and County. <br /> <br />(\ <br /> <br />2. Whenever a provision of this manual or any provision in any law, <br />ordinance, resolution, rule, or regulation of any kind, contain any <br />restrictions covering any of the same subject matter, whichever <br />restrictions are more restrictive or impose higher standards of <br />requirements shall govern. <br /> <br />3. This manual shall not abrogate or annul any permits or approved <br />drainage reports and construction plans issued before the effective <br />date of this manual or any easement or covenant. <br /> <br />H. Use of Manual <br /> <br />Thi s City of Colorado Spri ngs/El Paso County Orai nge Cri teri a Manual (herei n <br />referenced as "manual") has been divided into four sections which contain <br />fifteen chapters and an appendix. The manual format is listed in Figure 1. <br />Each manual has been numbered and is recorded on a computer with the name and <br />address of the owner. Periodic updates or additions will be mailed to those <br />registered owners of the manual. <br /> <br />Section 1 of the manual contains the drainage policies, criteria, finance and <br />administration text. This section should be referred to by City/County <br />administrator and project owners. Chapter 4 in Section 1 contains all the <br />City/County submittal and review procedures and should be read by everyone. <br />Section II of the manual contains the hydrologic analysis procedures.
