Short Title <br /> <br />Thi s pub 1 icat i on together with all future amendments sha 11 be known as the "The <br />City of Colorado Spri ngs/El Paso County Drainage Criteri a Manual" (hereafter <br />called "Manual") BEING PART OF AND SUBJECT TO THE City of Colorado Springs <br />Subdivision Policy Manual and El Paso County Land Development Code and <br />Subdivision Criteria Manual. <br /> <br />B. Jurisdiction <br /> <br />This manual shall apply to all land within the boundaries of El Paso County, <br />including any public lands. This manual shall apply to all facilities <br />constructed on City/County ROW, easements dedicated for public use, and to all <br />privately owned and maintained stormwater facilities. <br /> <br />C. Purpose <br /> <br />Presented in this manual is the mlnlmum design and technical criteria for the <br />analysis and design of storm drainage facilities. All subdivisions, <br />resubdivisions, planned unit development, or any other proposed construction <br />submitted for approval under the provisions of the manual shall include <br />adequate storm drainage system analysis and appropriate drainage system design. <br />Such ana lys is and des i gn sha 11 meet or exceed the criteri a set forth herei n. <br />Options to the provisions of this criteria may be suggested by the applicant. <br />The burden of proof that the options are equal or better is the responsibility <br />of the applicant. <br /> <br />D. Amendment and Revisions <br /> <br />The policies and criteria may be amended as new technology is developed or if <br />experience gained in the use of this manual indicates a need for revision. All <br />changes will require the review and recommendation of the City/County. <br />Techni ca 1 criteri a changes wi 11 be recommended by the Engi neeri ng Department. <br />Any revisions wi 11 require adoption by resolution of the Board of County <br />Commissioners and City Council following a public hearing thereon. The <br />City/County Engi neer shall monitor the performance and effecti veness of the <br />criteria contained in the manual and will recommend amendments and revisions <br />after one year, approximately three years, and as needed. <br /> <br />E. Enforcement Responsibility <br /> <br />It shall be the duty of the Board of County Commissioners acting through the <br />Director of Transportation and the City Council acting through the City <br />Engineer to enforce the provisions of this manual. The Floodplain <br />Administrator also shall enforce these floodplain regulations within his <br />juri sdi ction. <br /> <br />-1- <br />
