<br />THE CITY/COUNTY DRAINAGE POLICY ALLOWS FOR THE USE OF DETENTION STORAGE OF <br />STORM W&.TER RUNOFF THAT IS COMPATIBLE WITH DRAINAGE BASIN STUDIES AND/OR OTHER <br />APPROVED STUDIES. REGIONAL DETENTION STORAGE FACILITIES SHALL BE UTILIZED <br />WHERE NECESSARY TO AFFORD PUBLIC SAFETY, PROVIDE FOR ECONOMIC DEVELOPMENT OF <br />BASIN DRAINAGE SYSTEMS OR TO PROTECT DOWNSTREAM DEVELOPMENTS FROM FLOOD DAMAGE. <br /> <br />1.6 Quality of Storm Water Runoff <br /> <br />Water poll uti on from urban areas common ly i nvo lves concentrati ons of trace <br />metals, organic materials, nutrients, salts, and sediment. Sediment production <br />from developed urban areas, however, is usually not a major problem; the <br />greatest sources of sediment from urban areas include erosion from new <br />construction and erosion of unstable channels. Sediment production in unstable <br />channel reaches can increase in areas where urban development causes 1 oca 1 <br />increases in storm runoff rates. Detention storage ponds can decrease the <br />sediment load and debris in storm water runoff. <br /> <br />The Environmental Protection Agency (EPA) administers water pollution control <br />by provisions set forth in Section 208 of the Federal Water Pollution Control <br />Act Amendnents of 1972 (PL 92-500). Basin-wide "Section 208" plans prepared <br />for the City/County area in accordance with the EPA guidelines, help to: <br /> <br />o establish policies, programs and appropriate regulatory guidelines to <br />limit non-point pollution to ground and surface waters resulting from <br />urban growth, including irrigation systems, and <br /> <br />o abate existing pollutant loadings to the best extent possible, and <br /> <br />o integrate water quality considerations in the management of urban storm <br />water runoff and flood control. <br /> <br />THE CITY/COUNTY DRAINAGE POLICY SHALL REQUIRE PLANNING FOR WATER QUALITY <br />MANAGEMENT OF STORM wo.TER RUNOFF FROM DEVELOPMENTS. THE MANAGEMENT OF OVERALL <br />WATER QUALITY OF STORM DRAINAGE WILL REQUIRE DEVELOPERS TO SUBMIT AN EROSION <br />AND SEDIMENTATION CONTROL PLAN FOR ALL NEW DEVELOPMENT IN ACCORDANCE WITH <br />CRITERIA SET FORTH IN THIS MANUAL. <br /> <br />1-11 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />
