The <br />design shall meet proper engineering standards. <br /> <br />WHEN URBAN DEVELOPMENT ENCROACHES UPON EXISTING IRRIGATION FACILITIES, THE <br />CITY/COUNTY SHALL REQUIRE DEVELOPERS TO MINIMIZE THE ADVERSE EFFECT OF NEW <br />DEVELOPMENT ON THE IRRIGATION FACILITIES, AND COORDINATE WITH THE <br />IRRIGATION FACILITY OWNERS. <br /> <br />1.4.2 Development Along Natural Channel Systems/Major Drainageways <br /> <br />Natural channel systems, primarily the IqS!signated Major Drainageways and <br />Primary outfalls serve to store flood waters, enhance water qual ity, <br />provi de for ground water recharge and preserve ripari an corri dors with <br />aesthetic quality. These characteristics allow consideration for <br />maintaining these channel systems in their historical state. . The use of <br />historical channels to convey storm water runoff from developed and <br />developing areas lots ~c.S;S!P1t~ However, if"- ,n"'-'l storm water flows <br />are increasecf~e ~o 'Ge\fe1 opment of contri buti ng drai nage areas, or if <br />historical ch~n~els are unstable in their natural condition, channels must <br />be adequately stabilized to prevent excessive erosion. Making necessary <br />improvements to natural channels may be subject to Section 404 of Public <br />Law 92-500. This is a permit program for dredge and fill operations and <br />is administered by the U.S. Army Corps of Engineers. <br /> <br />THE CITY/COUNTY DRAINAGE POLICY REQUIRES DEVELOPMENT TO BE A MINIMUM OF 1- <br />FOOT ABOVE TIlE ESTIMATED 100-YEAR FLOOD WATER SURFACE ELEVATIONS OF MAJOR <br />DRAINAGEWAYS, CHANNEL OUTFALLS, UPSTREAM SITES OF IRRIGATION DITCHES AND <br />DAM AND RESERVOIR SITES. ADDITIONALL Y, DEVELOPERS SHALL PROVIDE <br />SUFFICIENT RIGHT -OF -WAY FOR MAINTENANCE OF DRAINAGEWAYS OR RESERVOIRS AS <br />REQUIRED. <br /> <br />DEVELOPERS IN AND ALONG A DRAINAGEWAY ARE REQUIRED TO IMPLEMENT THE PROPER <br />MEASURES TO MAINTAIN OR CREATE STABILITY CHARACTERISTICS OF THE HISTORICAL <br />DRAINAGEWAY. THE PRINCIPAL OBJECTIVE IS TO LIMIT EXCESSIVE EROSION IN THE <br />CHANNELS AND ALONG THE BANK SIDES, PARTICULARLY FOR ALLUVIAL CHANNELS. <br />HISTORICAL CHANNEL RELOCATIONS/ REALIGNMENTS SHALL NOT BE ALLOWED UNLESS <br />ENGINEERING DESIGNS FOR STABLE SYSTEMS UNDER FLOOD FLOW CONDITIONS ARE <br />APPROVED. <br /> <br />1.5 Storm Water Runoff Detention <br /> <br />Detention storage of storm water runoff may be necessary in certain drainage <br />basins to attenuate peak flood flows from local areas and to limit flood flows <br />to receiving streams to acceptable levels. Larger, regional use of detention <br />ponds is encouraged in place of numerous smaller detention ponds.
