Subiect:

"Design Recurrence Intervals Study." Advanced Sciences, Inc. (ASI) Task 9.
August 28, 1990.

Subiect:

This report presents a comprehensive literature review prepared for EG&G Facilities
Engineering, Plant Civil/Structural Engineering. It was prepared in response to the
Agreement in Principle between the Colorado Department of Health and the U.S.
Department of Energy.

"Water-Yield and Water-Quality Study of Walnut Creek and Woman Creek
Watersheds." ASI Task 4. September 18, 1990.

This comprehensive and detailed statistical water yield analysis was done for EG&G
Facilities Engineering, Plant Civil/Structural Engineering in response to the Agreement in
Principle between the Colorado Department of Health and the U.S. Department of Energy.

The report documents the design storm recurrence intervals and durations used by various
agencies with jurisdictional responsibilities at the Rocky Flats Plant as well as other non-
jurisdictional agencies. No recommendation for the use of a specific design storm is made.

This report presents and documents a statistical analysis of rainfall-runoff relationships for
development of water-yield on a monthly and an annual basis for Woman Creek and Walnut
Creek. Data from 28 USGS gaging stations in eastern Colorado, which were judged to have
similar climatologic and topographic characteristics to the Rocky Flats Plant, were used in
the analysis.

This is an excellent report for reference purposes and to compare the multitude of criteria
applicable to flood control engineering.

Limitations

Limitations

1.

This report is intended only to review literature and not to synthesize or
evaluate information.

Data Included

Data Included

1. A comprehensive summary of design-flood criteria and the facilities to which
they apply (storm sewers, dams and spillways, Denver region storm drain
system, highway facilities, landfills, and hazardous waste sites) is presented in
Appendix B of the document. The criteria used by the following agencies are
listed: Department of Energy, U.S. Army Corps of Engineers, Colorado State
Engineer, UDFCD, Colorado Department of Highways, Federal Highway
Administration, Bureau of Reclamation, Soil Conservation Service, Jefferson
County, Colorado Department of Health, Environmental Protection Agency,
and Nuclear Regulatory Commission.

2.

Precipitation values for the Rocky Flats Plant site are presented in Appendix
D of the document for recurrence intervals of 2-, 5-, 10-, 25-, 50-, and 100-
years, and for PMP events with durations of 5-, 10-, 15-, and 30- minutes, and
1-, 2-, 6-, 24-, and 72-hours. Sources for the precipitation values are
documented. II

1.

There were no data for the period from November through March for any of
the gaging stations. However, these data were estimated.

1.

A comparison of observed and estimated annual yields for Woman Creek,
North Walnut Creek, and South Walnut Creek is included in Table 4 of the
document.

2.

Estimated monthly yields of Woman Creek, Walnut Creek, North Walnut
Creek, and South Walnut Creek are given in Table 5 of the document.

3.

A regression line and equation of annual yield versus drainage basin area for
28 USGS gaging stations in eastern Colorado are shown in Figure 4 of the
document.

4.

Results of a water-quality loading analysis are presented in Table 6 of the
document. II
