<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FEMA CONCERNS <br /> <br />The Federal Emergency Management Agency (FEMA) has previously <br />communicated with the City regarding their concerns with the floodway <br />encroachment at the Riverwood Estates Subdivision. A summary of the <br />highlights of the communication is provided below. Copies of the <br />correspondence between the FEMA and the City regarding this issue are <br />included in the Appendix of this report for specific reference. <br /> <br />1. September 19, 1985 - Letter from FEMA to Mayor Hartman <br />advising of FEMA awareness of floodway encroachment at <br />Riverwood Estates and requesting data on floodplain <br />development permits issued by City for the subdivision. <br /> <br />2. November 18, 1985 - Letter from FEMA to Mayor Hartman <br />reiterating request for floodplain development permit <br />information regarding Riverwood Estates. Also, requested <br />City to issue moratorium on construction and new building <br />permits in Riverwood Estates. Also, requested technical <br />data to change Flood Insurance Rate Maps (FIRMs) and <br />provided FEMA criteria for levee construction. <br /> <br />3. December 19, 1985 - Letter from City to FEMA explaining <br />that floodway filling at Riverwood Estates was completed <br />before the area was annexed into the City. Also, <br />i dentifi ed Ci ty and County efforts to undertake a flood <br />control project to upgrade the levee system. <br /> <br />4. February 20, 1986 - Letter from FEMA to City outlining <br />seven specific actions to be taken by City, regarding the <br />Riverwood Estates floodway encroachment, so as to remain <br />compliant with the National Floodplain Insurance Program <br />(NFIP) and eligible for flood insurance. <br /> <br />-6- <br />
