***NOTE***Should FMAP funding be increased, from the estimated $40,000, for whatever
reason, PI portion would be shifted to Silver Plume and Virginia Canyon Road for better
expansion of their projects. PI funds for Georgetown would be re-evaluated according to
project fund needs. If FMAP funding is zero, as mentioned above, the town is prepared
to conduct phase 1 operations in early spring.

2A.3f. Estimated Completion Date
Completion date for all three phases November 1999.

B. Fire Protection
The fire .protection section involves both soft and hard projects. A proper planning phase
is needed to incorporate proper analysis and terminology into the master planning efforts.
Through Project Impact, the planning efforts have also been expanded to coordinate with
the Colorado Forest Service in overlapping protection needs from Forest Service land to
urban interface developments.

B1. Fire Protection Master Plan
Fire protection for the Floyd Hill, Saddleback, Beaver Brook, Brook Forest and Upper Bear
Creek areas will be better designed through the Fire Protection Master Plan. The
Colorado Forest Service is writing their master plan for 1999 and has agreed to work
together with the Clear Creek County Fire Authority to develop terminology that will
overlap and apply to the above mentioned subdivisions. The community concern is to
better control building practices in urban interface so risk is reduced. In coordination, the
Forest Service will provide to the hazard analysis task force, mitigation guidelines that can
be used for fire proofing and prevention for the above mentioned areas. The Fire
Protection Plan will be incorporated into the county's "Master Plan 99". Any undeveloped
areas will also be subject to the fire protection plan duplicating the building requirements
and regulations throughout the county. Clear Creek County Office of Emergency
Management is working with the Forest Service in the development of this section.
Projects designed for better protection have been listed below that directly support master
planning and is instrumental for future growth and fire hazard preparedness.

B2. Fire Access/Escape Road
Short-tenn planning: The county planning department has engineered a fire
accesslescape road on Floyd Hill. It will serve as fire apparatus access to reach remote
residents and also serve as an escape route for residents in the case of a large wildfire
event. This has been much needed for years and has provided great comfort to the
citizens of this area.

18
