2A.2c. Benefits
The benefit is eliminating repetitive damage repair costs by reducing water flow velocity
through town. Historic Landmark real estate values are extremely high for very small, worn
homes. Should a 100-year flood event occur, unless serious mitigation had been
completed, the town would be destroyed. Structures valued at hundreds of thousands of
dollars would be gone. A practical loss estimate of $3,200,000 could be prevented with
an $83,000 investment.

2A.2d. Background
Georgetown, located 45 miles west of Denver along 1-70 Corridor, is fixed at the base of
Guanella Pass. The confluence of Clear Creek and South Clear Creek is located in the
center of Georgetown with approximately 88 structures built along the creek banks. High
flood risk in Georgetown is due to the quick snowmelt caused by warmer spring
temperatures and thunderstorm activity. Flood records show significant flooding in 1963,
1965, 1982, 1983, and 1995. The Mayor and the townspeople have taken initiative to
change the old ways of fighting the floods. Frantically sandbagging to save lives and
property is a practice of the past. A different approach was necessary.

16
