Estimated Completion Date <br />Virginia Canyon Road Flood MitigationlTrail Head Project in completion December 2000. <br /> <br />2A.2 Elevation - Silver Plume Flood Mitigation Elevation Project <br />2A.2a. Background <br />National Historic Silver Plume has a unique flood risk. There are estimated twenty-two <br />Historic Structures in the flood plane. In 1996 a Flood Mitigation Assistance Program <br />(FMAP) grant application was submitted requesting funds to elevate three of the twenty- <br />two structures there. Clear Creek takes a 130 degree curve around the homes that were <br />to be elevated, which causes this unusual flood risk. Creek bank widening was also part <br />of the project plan to be done in conjunction with replacing the Woodward St. Bridge. <br />Unfortunately, Silver Plume did not receive the full amount requested. Therefore, the <br />funding that was provided ($26,000) was used to widen and reinforce the creek bank. The <br />Historic Structures are still in need of elevation. Continued erosion, due to the swift force <br />on the creek curves, is the major concern. It weakens the creek banks and undercuts the <br />ground and rock foundations. When built in 1860-1890, they were thought to be <br />temporary housing. No consideration was given to reinforcement of foundations to <br />withstand more than maybe 20 years. 1-70 construction forced the river flow change that <br />places this town in the existing high flood risk status. <br /> <br />The community is very pro-active and currently has adopted a Local Pre-Disaster Flood <br />Hazard Mitigation Plan. They have completed their creek bank and bridge replacement <br />project. There is still much need and interest to elevate these structures, however, a more <br />diversified approach may be necessary. <br /> <br />2A.2b. Project Description <br />The Mayor and Floodplane Coordinator for Silver Plume have submitted a notice of <br />interest to be included as a part of the Project Impact initiative. A flood plane analysis <br />should be done, determining what flood mitigation actions would best support and <br />preserve the structures lessening the number to be elevated. This analysis would assess <br />project feasibility to smooth creek curve degrees and determine a practical combination <br />solution. <br /> <br />15 <br />
