We have included for your information, newspaper
articles concerning floods we experienced in 1935, 1965, and 1987.
Our town has also been flooded in 1917, 1933, 1951, 1954, 1961, 1972,
1974, 1977, and 1988.

Floodwaters enter the Town along u.s. Highway 85 and the Union Pacific
Railroad. The extent of flooding has been determined by the Federal
Insurance Administration and summarized on the "Flood Boundary and
Floodway Map", a copy of which is also included for your review.

In December of 1988 the Colorado Water Conservation Board conducted a
feasibility study to investigate and recommend flood control and
drainage improvements for our town. Based upon their work a system of
proposed levees and channels has been identified as an economical
solution to our problem. These improvements are outlined on the
enclosed Flood Boundary Maps.

The historic Spring Creek drainageway is located approximately one-
half mile east of Pierce. Due to the limited capacity of existing
structures north of Town and the embankments for the highway and
railroad, floodwater is diverted into Pierce.

During a major flood, water runs along the east side of the railroad
as well as across the railroad from the west side of town. The
proposed improvements will route the majority of the flood runoff
through the Town along the railroad/highway corridor. The floodwater
dissipates in approximately eight to ten hours after reaching the Town
of Pierce.

Included for your review are 10- and 100-year flood profiles for the
