<br />A detailed scope of services is presently in preparation <br />for Phase B. This scope will respond to the results of <br />the work completed during Phase A, the needs and desires <br />of canyon residents, and the needs of Larimer County and <br />the BTRPO. It is anticipated that Phase B will generally <br />follow the planning process as outlined in Figure 2 and <br />will result in a final product compr~s~ng a plan for the <br />entire study area and for each of the ten planning <br />communities. <br /> <br />The canyon-wide plan will portray general land use <br />categories for the study area and the relationship between <br />these land uses. The canyon-wide plan will designate <br />proposed land uses including residential, commercial, <br />recreational and open space uses, and circulation patterns <br />to support the land uses. The basis for this plan will <br />be a series of overall goals and objectives. <br /> <br />The community plans will be designed to provide the Larimer <br />County Planning Commission and the Board of Commissioners <br />with guidelines for land use decisions within each of the <br />communities on a parcel ~ parcel basis. Each community <br />plan will include a land use plan, and a zoning and <br />implementation plan. The zoning and implementation plan <br />will identify and key individual parcels of land to programs <br />necessary for implementation of the plan. Each parcel of <br />land will be designated according to the proposed zoning <br />classification that should be applied to it. In addition, <br />those parcels of land that could be acquired or receive <br />assistance through a particular funding program, such as the <br />Bureau of Outdoor Recreation land acquisition funding program <br />that is presently being processed, would be keyed to the <br />appropriate program.
