<br />and objectives for the Big Thompson Comprehensive <br />Planning Program and a discussion of how these goals and <br />objectives relate to the Larimer County goals and <br />objectives for county-wide comprehensive planning. This <br />discussion is followed by documentation of the characteristics <br />of the Big Thompson Canyon area prior to and subsequent <br />to the flood disaster. The final section of the report <br />addresses the social, economic, and physical consequences <br />of the flood. <br /> <br />The purpose of compiling this information has been to build <br />a base for a comprehensive land use planning and implementation <br />program for the project area. without such a base it is <br />impossible to develop a meaningful plan which is both <br />responsive to the particular characteristics of the area <br />and readily amenable to implementation. <br /> <br />The information presented regarding pre- and post-flood <br />conditions and impacts of the flood is not intended to <br />constitute a detailed environmental inventory or impact <br />assessment of the flood. Investigations have been tailored <br />toward development of information which is critical to the <br />formulation of a land use plan. In addition, information <br />reported herein has been limited by the state of available <br />knowledge at the time of report compilation. <br /> <br />Unfortunately, very little published information is available <br />pertaining to conditions in the canyon prior to the flood, <br />and some of the post-flood information is still in <br />preparation. As new information becomes available during <br />Phase B of this program, it will be incorporated into the <br />data base.
