<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />On the evening of July 31, 1976, and the morning of <br />August 1, 1976, one of the worst disasters in the history <br />of the state of Colorado occurred along the Big Thompson <br />River between the towns of Loveland and Estes Park in <br />Larimer County (.Map 11. Two to four inches of rain per <br />hour fell on the drainage basins of the main channel and <br />North Fork of the Big Thompson River between 6:30 p.m. <br />and 10:30 p.m. during the night of July 31, 1976. In some <br />areas, as much as twelve inches of rain fell during this <br />four hour period, an amount nearly equal to the normal <br />average annual rainfall for the area. The torrential rains <br />resulted in a devastating flood destroying life and <br />property throughout the Big Thompson Canyon area. Disaster <br />relief and recovery efforts commenced on August 1, 1976, <br />and will not be completed for several years. <br /> <br />The purpose of this report is to document the results of <br />the first phase of the comprehensive recovery planning <br />program undertaken subsequent to the flood. The objective <br />of the program is to develop a comprehensive plan to guide <br />redevelopment of the flood impacted area. The comprehensive <br />planning program is jointly funded by Larimer County and <br />the United States Department of Housing and Urban Development <br />(HUD1 through a comprehensive planning grant under the <br />provisions of Section 701 of the Housing Act of 1954, as <br />amended.
