<br />The work will be consistent with the needs of CRS Sections 37,60-106 (1) (c), <br />31'23-301, and 30'28-111; and the CWCB's "Rules and Regulations for the <br />Designation and Approval of Floodplains and of Storm or Floodwater Runoff <br />Channels in Colorado." The thirteen point general summary of this technical <br />review process described in the RFP will be conducted cooperatively with tile <br />CWCB. Consultant responsibility will be for points 1, 2, and 4 through 9 and the <br />CWCB for 3, and 10 through 13. The technical reviews will culminate with a <br />written floodplain resolution for each study that will be presented by CWCS staff <br />during regular meetings of the Board. <br /> <br />Availability/Time Schedule <br /> <br />As one of the most important water resource entities in Colorado, the Colorado <br />Water Conservation Board is a very important client to Ayres Associates. As <br />such you can be certain of our responsiveness to your needs. Our personnel <br />assignments, and time and cost performance for each study will depend upon the <br />specific community need, experience and availability of staff, scope of project, <br />and geographical location. We are aware and will comply with your budget and <br />schedule for delivery. It is understood that work on this project will not require an <br />intense, full time effort over a short duration, however Ayres Associates will give <br />the project its utmost attention. We are committed to work cooperatively with the <br />CWCB providing consistent contact/feedback, allowing for flexible scheduling to <br />meet your needs, and timely completion of each study. <br /> <br />Key Personnel/Project Team <br /> <br />The project manager will be Doug Laiho. Doug's resume can be found in <br />Appendix A of this submittal. Brief personnel background summaries for Doug <br />and other key individuals expected to be associated with the work are provided <br />below: <br /> <br />David Frick, P.E. is Ayres Associates' Regional Vice President for the <br />company's Colorado operations. His background and experience over the last 25 <br />years have emphasized hydrologic and hydraulic data collection projects, <br />development of drainage master plans, drainage design, and floodplain studies. <br />He has conducted studies for municipalities, counties, and state and federal <br />agencies including the Colorado Water Conservation Board, the Federal <br />Emergency Management Agency, and the Colorado River Water Conservation <br />District. Dave was instrumental in reconstructing flood flow estimates on various <br />drainageways throughout Fort Collins after the flood of 1997, and sits on the <br />Hydrology Task Force for the city, Dave's role will be as Senior Reviewer and <br />OAtOe Director. <br />
