<br />~bserYations dnd Recommendaticns <br />The 100-year frequency flood has been selected by the State of Colorado <br />as the flood event to be used for flood plain delineation and regulation. <br />Throughout the Town of Lake City, the 100-year flood appears to be fairly <br />well contained in recognized stream channels from the standpoint of differences <br />In elevation betlOeenflood level and bank top. It snouldbe pOinted out, <br />however, that the erosive forces that accompany a flood of this magnitude could <br />potentially break through built up channel banKS and reach the relatively low <br />lying, populated areas beyond them. <br /> <br />During the last several decades, the Town and County have diligently and <br />continuously 100rked to keep the channels clear of debris and potential debris <br />(such as dead trees still standing along the banks). The banks have been re. <br />fortified with heavy riprap almost annually as high spring waters tend to erode <br />them. These efforts have undoubtedly helped to control flood waters and prevent <br />potentially substantial damage. <br /> <br />In spite of the substantial effort to build up banks or dikes, several low <br />or weak points were observed along the Lake Fork of the Gunnison River and <br />Menson Creek through the town of Lake City. During a 100.year flood flow, the <br />downtown area of Lake City could be in jeopardy from Henson Creek. and populated <br />area east of Henson Street would be in danger from erosive effects of the Lake <br />Fork. rtisreCOJnTle,nctedthatdikesbeimprovedinconsistencyandqualityto <br />help protect these areas more fully. Generally an effective dike is considered <br />to have a 3-foot freeboard with an 8 to 10 foot top width and 3:1 side slopes. <br />Riprapshouldbe24"thick,withanadeQUatetoetrench,andshould extend to <br />within 1 foot of the top. Also. in the very steep and narrow channel upstream <br />of the study reach on Henson Creek, continuing efforts to maintain a channel <br />clear of debris and overbanks clear of dead trees are essential to protect the <br />town against catastrophic flood damage. <br /> <br />Flood Insurance <br />The National Flood Insurance Program is a Federal program that enables property <br />owners to buy flood insurance at a reasonable, subsidiZed cost. In return, <br />communities are required to carry out floodplain management measures to protect <br />li~es and new construction from future flooding. <br />Flood insurance through the National Flood lnsurance Program is available <br />to all residents of the Town of Lake City under the Emergency Phase of tha Program. <br />Th~ following amounts at the subsidized rates are available under the <br />Emergency Phase: <br /> <br />Subsidized <br />Total Amount Rate per $100 <br />Available of Coverage <br />Single Family Residential $ 35.000 $ .45 <br />Other Residential 100,000 .45 <br />Contents, Residential 10,000 .55 <br />SrnallBusiness 100,000 .55 <br />Contents,SrnatlBusiness 100,000 1.05 <br />Other Non-Residential 100,000 .55 <br />Contents, Other Non.Residential 100,000 1.05 <br />Fallowing completion of this study, the Town of Lake City may request <br />to be converted from the Emergency Phase to the Regular Phase through the <br />"special conversion provision" of the program. At that time, substantially <br />increased flood insurance CQverage will be available.
