<br />" <br /> <br />. <br /> <br />. <br /> <br />,- <br /> <br />15 Any public meetings or necessary communications with CWCB <br /> residents, local officials, or other interested parties Fort Collins <br />16 Assistance III implementation of individual floodproofing Contractor <br /> proj ects Fort Collins <br /> <br />Task Assienments Under Contract to the CWCB <br />Specific portions of Tasks 2, 3, 7, 9 and 10 for the Contractor to complete under contract to the <br />CWCB are outlined below, In a separate section of this Scope of Work specific portions of <br />Tasks 4, 5, 6, 12, 13, 14 and 16 for the Contractor to complete under contract to the City of Fort <br />Collins are also outlined All work for both contracts shall meet or exceed FEMA's <br />requirements for HMGP application, Application information will be provided by the CWCB to <br />the Contractor, <br /> <br />Task 2 - Executive Summary <br />The Contractor, in cooperation with the CWCB and the City of Fort Collins, shall prepare a <br />written Executive Summary of the Project Report, The format of the Executive Summary shall <br />be prescribed by the CWCB and shall present, in a clear and concise manner, the information <br />required by FEMA to evaluate the HMGP application, The information included in the <br />Executive Summary shall be derived directly from the text of the Project Report itself. <br /> <br />Task 3 - Problem Description: <br />The Contractor shall prepare a description of the City of Fort Collins, with emphasis on the flood <br />situation there; the Contractor shall prepare a description of the flooding problems in Fort <br />Collins, with the necessary supporting engineering information, including severity of flood <br />hazard in specific areas and the flood depths and the risk of damage to buildings at specific <br />locations; the Contractor shall prepare an analysis of the specific causes of the flooding <br />problems; the Contractor shall describe any unique circumstances affecting flooding in Fort <br />Collins, including specific construction practices which increase the risk of flood damage for <br />specific buildings or building types, The Contractor shall examine those aspects of the flooding <br />problems in Fort Collins which might be addressed, partially or fully, by floodproofing, <br /> <br />Task 7 - Cost Effectiveness <br />The Contractor shall prepare data to be used in conducting a cost effectiveness analysis including <br />the useful life of the project; annual maintenance costs associated with the project; the frequency <br />of recent flood events; an estimate of the dollar amount of damage to be prevented by the <br />project; a justification to support that damage estimate; a computation of the number of people to <br />be protected by the proposed project; a computation of the value of property to be protected by <br />the proposed project. This information will be used in a cost effectiveness analysis to be <br />conducted by the CWCB and FEMA to demonstrate whether the benefits of the proposed project <br />are equal to or greater than the costs of the proposed project. <br /> <br />Task 9 - Environmental Information <br />The Contractor shall, after consultation with the Colorado Water Conservation Board, prepare a <br />list of contact persons, with their mailing addresses, telephone numbers and facsimile machine <br />numbers, for each review agency needing to be contacted as part of the National Environmental <br />Policy Act (NEPA) review; the Contractor shall prepare a summary description of the project, <br />including a descriptions of all additional alternatives, to be sent to the NEP A review agencies to <br />facilitate their review and comment; the Contractor shall prepare a map of the project area, on a <br /> <br />4 <br />
