<br />. <br /> <br />. <br /> <br />.. <br /> <br />and provides more lead time for emergency preparations such as sandbagging, Floods in Fort <br />Collins generally occur during the snowmelt season, from late April to late June, or during the <br />spring and swnmer rainstorm months from May through September as a result of intense localized <br />thunderstorms or large general rainstorms, <br /> <br />1997 Flood Event <br />Reports of flooding in Fort Collins were broadcast by various media on the morning of July 29, <br />1997, following the intense storms of the previous night (and the storm of the day before that). <br />On that same morning, CWCB staff performed field investigations in Fort Collins to view the <br />flooded areas and to begin flood documentation efforts, An intense rainstorm had occurred on <br />the west side of Fort Collins in the evening of July 28, There had been rain during the day on <br />July 28 in certain portions of the Fort Collins, and even on the previous day, July 27, The <br />storms produced flood flows the West Vine Drainage, the Canal Importation Basin, the CSU <br />Drainage, Spring Creek and Fossil Creek. The most severe flooding was on Spring Creek, where <br />five residents of the city were killed and numerous residents had to be rescued by public safety <br />perso~el. Buildings, bridges and utilities experienced severe damage, In the early stages of the <br />flood many motorists had to be rescued as roadways and intersections became raging rivers, <br />Numerous buildings throughout the city's watersheds sustained damage, ranging from minor <br />shallow flooding to complete destruction, <br /> <br />Larimer County, among other Colorado counties, officially received a federal disaster <br />declaration on August I, 1997 based on severe flooding conditions, The disaster declaration <br />made it possible for Larimer County, and the city of Fort Collins, to be eligible to receive federal <br />funding (disaster relief) which includes individual assistance, public assistance, and mitigation <br />assistance, Fort Collins officials made verbal requests to the CWCB for technical assistance <br />with developing a flood hazard mitigation feasibility study to address a proposed floodproofing <br />program in Fort Collins, <br /> <br />Objective <br />The Project objective is to develop a flood hazard mitigation feasibility study and prepare <br />portions of a final report to assist the local government (Fort Collins) with the preparation of a <br />full application for the Hazard Mitigation Grant Program (HMGP), The completed application <br />with included technical information must satisfy all of the FEMA requirements in order for the <br />community to be eligible to receive federal grant money for project implementation, The <br />application is for the development of a floodproofing program in the City of Fort Collins and the <br />typical floodproofing of residential and commercial buildings in the City. <br /> <br />Project Assi2nments <br />Study tasks will be divided among the Project participants as stated in the "summary of <br />requested work" section of this Scope of Work, The attached "Report Outline" will be the basis <br />for performing the required work and completing the final Project report, The task assignments <br />are summarized in the table below, <br /> <br />2 <br />
