FLOOD INSURANCE STUDY 1.0 INTRODUCTION 1.1 Purpose of Study This Flood Insurance Study revises and updates a previous Flood Insurance Study/Flood Insurance Rate Map for the Town of Basalt, Eagle and Pitkin Counties, Colorado. This information will be used by Basalt to update existing flood plain regulations as part of the regular phase of the National Flood Insurance Program (NFIP). The information will also be used by local and regional planners to further promote sound land use and flood plain development. In some states or communities, flood plain management criteria or regulations may exist that are more restrictive or comprehensive than the min~um Federal requirements. In such cases, the more restrictive criteria take precedence and the State (or other jurisdictional agency) will be able to explain them. 1.2 Authority and Acknowledgments The sources of authority for this Flood Insurance Study are the National Flood Insurance Act of 1968 and the Flood Disaster Protec- tion Act of 1973. The hydrologic and hydraulic analyses for the Roaring Fork River in Basalt were performed by Denver Engineering Corporation (DEC), for the Federal Emergency Management Agency (FEMA), under Contract No. EMW-C-1184. The DEC work was completed in April 1985. The hydrologic and hydraulic analyses for the Fryingpan River in the Town of Basalt were performed by Gingery Associates, Inc. for FEMA, under Contract no. H-4017. The GAl work was completed in October 1978. 1.3 Coordination For the Town of Basalt, the community base map was selected and streams requiring detailed study were identified in a meeting attended by representatives of FEMA, the Colorado Water Conserva- tion Board (CWCB), the Town of Basalt, and the study contractor on June 8, 1977. During the course of work done by the study contractors, flood information was coordinated with the U.5.. Army Corps of Engineers (COE), CWCB, and Town of Basalt.
