,

~.

.

.

. Residents of the South Boulder Creek floodplain will have to be notified of the flood risks
prior to this years flood season. The public needs to be informed of the flood hazards.

. The flood warning plan for South Boulder Creek could be updated to include residents in the
unmapped portion of the floodplain.

. All entities at the meeting agreed to cooperate and participate in a master planning effort
which would address long-term mitigation strategies for South Boulder Creek. The Urban
Drainage and Flood Control District will need participants to agree on a scope-of-work,
funding shares, and schedule. It is possible to go directly into master planning and
implementation, and by-pass the map revision process in the immediate future.

. FEMA should not initiate a map revision of the South Boulder Creek floodplain until the
levee certification process is complete. If the levee certification is granted, the existing
floodplain mapping along the property, which already assumes a levee, will be fairly
accurate. If the levee certification is not granted, then the floodplain should be redefined to
reflect "without levee" conditions. In either case, the additional floodplain areas downstream
of the levee (i.e. Keewaydin subdivision) should be appropriately mapped, The mapping
update could either take place I) after the levee certification process and before the master
planning process, or 2) after the levee certification process and after the master
planning/implementation process.

These meeting minutes were prepared by Colorado Water Conservation Board staff, and reflect
pertinent discussion items during the meeting held on February 14, 1997.
