The Urban Drainage and Flood Control District and the Colorado Water Conservation Board <br />will have to make a public announcement by March 15, 1997 regarding the flood hazard to <br />residents along the South Boulder Creek floodplain. Residents will be urged to purchase <br />flood insurance as a precautionary measure, even if it is not required. A letter, and possibly <br />hand delivered notices, will be sent to affected residents. There is a 30 day waiting period for <br />flood insurance to take affect after it has been purchased by a property owner. <br /> <br />. All of the entities present at the meeting saw the need for, and were interested in, <br />participating in a future master planning effort. The master plan would evaluate feasible <br />long-term mitigation alternatives for the floodplain and for the Flatirons site. The Urban <br />Drainage and Flood Control District would be likely be the agency responsible for <br />coordinating and partially funding the master planning effort. <br /> <br />. The City of Boulder is interested in finding solutions to flood hazard mitigation that do not <br />include levees. <br /> <br />. The City of Boulder previously made a formal request to John Liou of FEMA for a map <br />revision of the South Boulder Creek floodplain. The CWCB requested that FEMA take no <br />action on the map revision until March 15, 1997, at which time a decision should be made as <br />to what should be done regarding the levee certification and/or map revision. <br /> <br />. According to the Division of Minerals and Geology, there will be an amendment to the <br />existing reclamation plan for the Flatirons site which will reduce the number of acres of open <br />surface water. There will be a 90 or 120 day review process depending on the local review <br />comments. <br /> <br />. The Colorado Department of Transportation should evaluate the need for capacity expansion <br />of the Highway 36 bridge over South Boulder Creek. <br /> <br />SUMMARY <br />The following items were summarized at the end of the meeting: <br /> <br />. The Flatirons company will submit a levee certification request to FEMA within about 60 <br />days. <br /> <br />. FEMA, the CWCB, and the Division of Minerals and Geology will review perform a <br />technical review of the certification request once it is submitted. <br /> <br />. The CWCB is interested in having the levee certified due to the flood protection benefits that <br />the levee could provide to downstream residents. <br /> <br />. The Flatirons engineer will have to be provided with the "final" hydraulic models for the <br />South Boulder Creek floodplain in the study area. <br /> <br />4 <br />
