<br />. <br /> <br /> <br />. <br /> <br />CHAPTER 4 <br />FLOODPLAIN <br />ADMINISTRATION <br />AND <br />DELINEATION <br />.ECTION 1.0 <br />LOODPLAIN <br />MANAGEMENT <br /> <br />COLORADO STATEWIDE <br />DRAINAGE AND FLOODPLAIN MANAGEMENT CRITERIA MANUAL <br /> <br />Flood Boundary and Floodway Map (FBFM) - The floodplain management map <br />issued by FEMA that depicts, based on detailed analyses, the boundaries of the 100- <br />and 500-year floodplains and the regulatory 100-year f1oodway. <br /> <br />Flood Hazard Boundary Map (FHBM) - The initial insurance map issued by FEMA <br />that identifies, based on approximate analyses, the areas of 100-year flood hazard in <br />a community. <br /> <br />Flood Insurance Rate Map (FIRM) - The insurance and floodplain management map <br />issued by FEMA that identifies, based on detailed or approximate analyses, the <br />areas of 1 OO-year flood hazard in a community. <br /> <br />Flood Insurance Study (FIS) - An engineering study that is performed under contract <br />to FEMAto identify flood prone areas and to determine BFEs, flood insurance risk <br />zones, and other flood risk data for a community. <br /> <br />Floodplain - The area inundated during a flood event (the 100-year event unless <br />stated otherwise) including ponding and ineffective flow conveyance areas. <br /> <br />Floodplain Administrator - The local official designated to administer and enforce the <br />floodplain management regulations for the community. <br /> <br />Floodway - The regulatory area defined as the channel, plus any adjacent floodplain <br />areas, that must be kept free of encroachment so that the 100-year flood discharge <br />can be conveyed without increases of more than one (1) foot in the BFE. <br /> <br />Flood fringe - The area between the 1 OO-year floodplain and f100dway limits in which <br />development and other forms of encroachment may be permitted. <br /> <br />Letter of Map Revision (LOMR) - An official revision, by letter, to an effective NFIP <br />map. A LOMR may change flood insurance risk zones, floodplain boundary <br />delineations, planimetric features, and/or BFEs. <br /> <br />National Flood Insurance Program (NFIP) - The federal program under which flood <br />prone areas are identified and flood insurance is made available to owners of <br />property in participating communities. <br /> <br />Physical Map Revision (PMR) - An official republication of an NFIP map to show <br />changes to floodplain and/or floodway boundary delineations, BFEs, and planimetric <br />features. <br /> <br />Structure - Walled or roofed building or manufactured home that is principally above <br />ground. <br /> <br />Substantial Damage - Damage of any origin sustained by a structure whereby the <br />cost of restoring the structure to its before damaged condition would equal or exceed <br />fifty percent (50%) of the market value of the structure before the damage occurred. <br /> <br />Substantial Improvement - Any reconstruction, rehabilitation, addition, or other <br />improvement of a structure, the cost of which equals or exceeds fifty percent (50%) <br />of the market value of the structure before the 'start of construction" of the <br />improvement.
