Structures or facilities that use or store highly volatile, flammable, explosive, <br />toxic and/or water reactive materials. <br />. Hospitals, nursing homes and housing likely to contain occupants who may <br />not be sufficiently mobile to avoid death or injury during a flood. <br />. Police stations, fire stations, vehicle and equipment storage facilities, and <br />emergency operations centers that are needed for flood response activities <br />before, during and after a flood event. <br />. Public and private utility facilities that are vital to maintaining or restoring <br />normal services to flooded areas before, during and after a flood event. <br /> <br />1.19 UTILITIES <br /> <br />All utility and service facilities for new and substantially improved buildings shall be <br />designed and constructed to prevent flood damage and penetration of floodwaters <br />during a 100-year flood event. These facilities include, but are not limited to, <br />electrical, gas, plumbing, air-conditioning and heating equipments, phone, cable, and <br />water supply systems. New and replacement sanitary sewer systems within the 100- <br />year flood hazard areas shall be designed and constructed to minimize penetration of <br />floodwaters into the system. <br /> <br />. <br /> <br />Automatic backflow preventing devices shall be provided for all new, substantially <br />damaged, and substantially improved buildings with sanitary sewer and storm drain <br />system openings below the 1 OO-year water surface elevation. <br /> <br />1.20 DEFINITIONS <br /> <br />Base Flood Elevation (BFE) - The elevation of the 1 OO-year floodwater surface at the <br />location of interest. <br /> <br />Conditional Letter of Map Revision (CLOMR) - FEMA's conditional approval of the <br />proposed modifications to their regulatory Special Flood Hazard Area. <br /> <br />Development - Any man-made changes to improved or unimproved real estate <br />including, but not limited to, building or enlarging a structure, remodeling or improving <br />a structure, placing a manufactured home, mining, dredging, filling, grading, paving, <br />excavating, and drilling. <br /> <br />CHAPTER 4 <br />FLOODPLAIN <br />ADMINISTRATION <br />AND <br />DELINEATION <br /> <br />.ECTION 1.0 <br />LOODPLAIN <br />MANAGEMENT <br /> <br />Elevation Certificate - A certificate prepared by a registered professional engineer or <br />land surveyor that shows various elevations of a building in comparison to the 100- <br />year BFE. This certificate is used to determine if the building complies with local and <br />federal elevation requirements for buildings located in the 1 OO-year floodplain and is <br />also used for adjusting flood insurance rates for buildings that meet the applicable <br />elevation requirements. <br /> <br />Encroachment - A constriction, placement of fill, or other alteration of topography in <br />the floodplain that reduces the area available to convey floodwaters. <br /> <br />Federal Emergency Management Agency (FEMA) - A federal agency that oversees <br />the administration of the National Flood Insurance Program. <br /> <br />AUGUST 2002 <br /> <br />FLOODPLAIN <br />MANAGEMENT <br /> <br />CH4-115 <br />
