<br />CHAPTER 2 <br /> <br />THE INSPECTOR <br /> <br />This chapter deals with the qualifications of personnel and equipment required <br />for bridge inspection. To be an independent supplement to the "Bridge <br />Inspector's Training Manual," some of the material presented in the Manual 70 <br />is summarized in this chapter. The primary purpose of this chapter is to <br />describe any specialized personnel qualifications or supplemental equipment <br />needed for the inspection of culverts. <br /> <br />Section 1. Duties, Qualifications, and Equipment <br /> <br />2-1.0. General. <br /> <br />The National Bridge Inspection Standards (NBIS) describe the minimum <br />qualifications for two levels of bridge inspection personnel. These levels <br />also apply to personnel responsible for the inspection of bridge length <br />culverts. The first level is the individual in charge of the organizational <br />unit that is responsible for managing the bridge and culvert inspection <br />program of that organization. This individual generally provides day-to-day <br />supervision of the bridge and culvert inspection teams and is usually <br />available to provide assistance to the inspection teams when problems are <br />encountered. <br /> <br />The second level defined in the NBIS is the inspection team leader. This <br />individual is in charge of a bridge or culvert inspection team and is <br />responsible for the on-site supervision and direction of the inspection team. <br />Although one inspector is often used for a culvert inspection, for personnel <br />safety, ease of inspection, measuring, and documenting, inspection teams <br />should be composed of at least two people. For the purpose of this manual, <br />the term "i nspector" will be used to i nd i cate the team leader. <br /> <br />2-1.1. Qualifications of the Inspector. <br /> <br />a. Training and Experience--The culvert inspector or inspection team leader <br />should meet the qualifications defined in the NBIS which state that the team <br />leader should: <br /> <br />(1) be registered or be qualified for registration as a professional <br />engineer or <br /> <br />(2) have a minimum of five years in culvert inspection assignments and <br />have completed a comprehensive training course based on the "Bridge <br />Inspector's Training Manual." <br /> <br />8 <br />
