Several fatalities occurred due to this culvert failure. <br /> <br />Like bridges, culverts should be inspected regularly to identify potential <br />safety prOblems and maintenance needs or other actions required to preserve <br />the investment in the structure and to minimize property damage due to <br />improper hydraulic functioning. <br /> <br />1-1.2 Safety. <br /> <br />Safety is the most important reason why culverts should be inspected. To <br />insure that a culvert is functioning safely, the inspection should evaluate <br />structural integrity, hydraulic performance, and roadside compatibility. <br /> <br />a. Structural Integrity--The failure of major culverts can present a life <br />threatening safety hazard. The identification of potential structural and <br />material problems requires a careful evaluation of indirect evidence of <br />structural distress as well as actual deterioration and distress in the <br />culvert material. <br /> <br />b. Hydraulic Perfonmance--When a culvert's hydraulic performance is <br />inadequate. potential safety hazards may result. The flooding of adjacent <br />properties from unexpected headwater depth may occur. Downstream areas may be <br />flooded by failure of the embankment. The roadway embankment or culvert may <br />be damaged because of erosion, as shown 1n exhibit 5. <br /> <br /> <br />5 <br /> <br /> <br />
