<br />FOREWORD <br /> <br />The purpose of this manual is to provide an outline of the functions of the <br />Consulting Engineer in serving a Client, the types of services usually offered, the <br />various bases on which Consulting Engineers are compensated, and the general <br />range of charges which competent consultants receive for their services. Also <br />outlined is a suggested procedure for the interview and selection of a Consulting <br />Engineer. <br />The manual is designed to serve the best interests of both the Client and the <br />Consulting Engineer. It is also intended to foster better understanding of the <br />relationships between the Client, the public, and the Consulting Engineer. <br />It is to be understood that the data given hereinafterfor engineering percentage <br />fees,factorsonpayrolls, etc., are not to be considered asjixed, Or maximum, or <br />minimum, but rather as general guides to be usedor not used, at the sole discretion <br />of each individual, to assist in the negotiation of agreements between Clients and <br />Engineers. They provide a sound basis for determining reasonable compensation <br />for engineering services, being composites of the experienced judgment of many <br />engineers. <br />The Subcommittee on the Revision of Manual 45 met in February, 1974 and <br />decided that the Manual needed updating and revision. Authorization was ob- <br />tained to proceed with the work. A survey questionnaire was issued in October, <br />1974 with replies requested by the end of December, 1974. A total of 2,089 <br />questionnaires were mailed and replies were received from 907 respondents, a <br />43% response, which is considered excellent for a mailed request. <br />The information from the survey was evaluated by the Subcommittee along <br />with other suggestions by the members and Manual 45 was revised. <br />The Subcommittee expresses grateful acknowledgment to those firms and <br />individuals who gave of their time and talents as a service to the public and the <br />profession and for the betterment of the publication. <br />To provide a more detailed treatment of the engagement of engineering services <br />in certain specialized fields of civil engineering, this Manual includes three <br />supplements: <br /> <br />Supplement 45A: Professional Practice of Surveying and Mapping Within <br />Civil Engineering <br />Supplement 45B: Professional Practice of Structural Engineering for Build- <br />ings <br />Supplement 45C: Professional Practice of Geotechnical Engi.neering <br /> <br />5 <br />
