<br />CONSULTING ENGINEERING <br /> <br />13 <br /> <br />Special Services <br /> <br />Special Services usually required during the development of any project in- <br />volve many studies outside the scope of the basic design services of the Consult- <br />ing Engineer. Many of these studies relate to decisions of management as to the <br />feasibility, scope, and location of a project. The research, assembling of en- <br />gineering data, and acquisition of property may involve many professional <br />specialists other than the Consulting Engineer. Because special services vary <br />greatly in scope, complexity, and timing, they are normally negotiated when <br />required as separate elements of service. These services are often negotiated by <br />the Consulting Engineer acting on behalf of his Client. <br />Included in special services are: <br />a. Soils investigations - including test borings, related analyses, and re- <br />commendations (see Supplement C, page 75); <br />b. Studies, tests, and process determination performed to establish design <br />criteria for water and waste treatment facilities; <br />c. Detailed mill, shop, and/or laboratory inspection of materials and equip- <br />ment; <br />d. Land surveys, establishment of boundaries and monuments, and related <br />office computations and drafting (see Supplement A, page 47); <br />e. Engineering surveys (for design and construction) and photogrammetry <br />(see Supplement A, page 47); <br />f. Technical observation of construction by a full-time resident project en- <br />gineer or representative and supporting staff, as required, who will: <br />(I) Observe the work for compliance with the contract documents. <br />(2) Review and approve requests for monthly and fInal payments to con- <br />tractors; <br />(3) Issue certificates of completion to the Client on completed construc- <br />tion contracts; and <br />(4) Provide record drawings of the completed project. <br />g. Additional copies of reports, contract drawings, and documents above the <br />specifIed number furnished in the basic services; <br />h. Extra travel and snbsistence for the Engineer and his staff beyond that <br />normally required under basic circumstances, when authorized by the <br />Client; <br />i. Assistance to the Client as expert witness in litigation arising from the <br />development or construction of the project and in hearings before various <br />approving and regulatory agencies; <br />j. Investigation involving detailed consideration of operation, maintenance, <br />and overhead expenses; and the preparation of rate schedules; earning and <br />expense statements, feasibility studies, appraisals, valuations, and material <br />audits or invel\tories required for certification of force account construction <br />performed by the Client. <br />
