Water trustees <br />and water and sewer boards may be somewhat <br />constrained by their governing statutes (see <br />31-35-103--111. and 31-35-501--511), <br /> <br />Municipal boundaries are subject to change by <br />procedures specified (article 12 of title 31); <br />municipalities may provide water and SE~wer services <br />outside their boundaries (31-35-402). <br /> <br />Municipalities have the power to: <br /> <br />o levy and collect taxes on real and personal <br />property (3l-1.!;-302). and to borrow and contract <br />indebtedness for pUblic purposes. including <br />supplying watlH and other utility services. <br />purchasing land. pUblic streets. facilities. <br />buildings and equipment. and supplying temporary <br />deficiencies in revenue; <br /> <br />I-A-4 <br />
