<br />COLORADO FLOOD CONTROL <br />AND DRAINAGE lAWS <br /> <br />utility services is intended to be sufficient to <br />cover operation costs. (31-15-707. -.708). <br /> <br />o Municiplaities may exercise special controls over <br />their water supplies. watersheds. and water <br />works. for up to five miles beyond the point from <br />which water is taken (31-15-707). <br /> <br />o <br /> <br />Municipalities have very <br />condemnation and entry. and <br />facilities (31-15-707. -708). <br /> <br />broad <br />powers <br /> <br />powers of <br />to construct <br /> <br />o Municipalities also have very broad powers to <br />construct and operate drains. sewers, and <br />sewerage systems, and to compel their use, and to <br />assess their costs against private owners <br />benefited by such systems (31-15-709). <br /> <br />o Municipalities have broad powers to cleanse or <br />purify water, including by draining or filling <br />ponds on private property when necessary to abate <br />nuisances, and to take other actions to abate or <br />prevent water pollution, including use of <br />agreements and bonding capacity (31-15-710). <br /> <br />o Municipalities are authorized to "deepen, widen, <br />dock, cover. wall, alter, or change the channel <br />of watercourses" (31-15-711). <br /> <br />o Municipalities, for the purpose of supplying <br />water, have the power to: <br /> <br />purchase or lease any canal or ditch, with all <br />t.he rights in the same. and to operate it. <br />with election approval; <br /> <br />repa ir, improve <br />and to levy <br />purposes; <br /> <br />or enlarge any canal or ditch. <br />and collect taxes for such <br /> <br />"purchase water and water rights in all cases <br />where condemnation would lie to obtain the <br />same under section 31-15-708(1)(b)" (see <br />above) ; <br /> <br />t.o divert waters; <br /> <br />to purchase and hold the lands to <br />rights are connected, or to <br />(31-35-101; see also 31-35-210). <br /> <br />which water <br />sell them; <br /> <br />I -A-2: <br />
