As well as playing an important role in <br />the protection of the interests defended by zoning <br />and planning, the regulation of SUbdivisions also <br />protects the pUblic from the imposition of burdens <br />on the governmental services which are disproportion- <br />ate, and helps to distribute these burdens more <br />fairly, both in t'Hms of who pays for what and in <br />terms of when payments are made.
