and 2 meets all of the requirements for approximate information listed under the Board's "Rules
and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater
Runoff Channels in Colorado" (2 CCR 408-1); and

WHEREAS, Colorado Water Conservation Board has determined that the hydrologic
information prepared in said new report for the stream reaches listed in Tables 2 and 3 is
appropriate for designation and approval of approximate floodplain information and for use in
simple floodplain analyses for development such as open space, agriculture, farm bridges, pole
barns and individual single residential structures, but that the methodology is not appropriate for
development involving residential subvidivisions greater than 50 lots or occuring on sites greater
than 5 acres, commercial construction, industrial construction, construction of public
transportation facilities or construction of flood control activities;

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in
regular meeting assembled in Sterling, Colorado, this 14th day of May, 1996, that it does hereby
designate and approve as storm or floodwater runoff channels or basins those areas described by
approximate floodplain information in said new report dated March 1995 and revised April 1996,
based on the detailed hydrologic information used for the study reach listed in Table I, and based
on the hydrologic procedure for estimating tOO-year peak flows for the study reaches listed in
Tables 2 and 3, as described in said report, contingent upon the understanding that Di:1ta County
and Mesa County will regulate the approximate floodplains for the stream reaches listed in Tables
2 and 3 on a case-by-case basis subject to a detailed hydrologic and hydraulic analysis performed
by a professional engineer and does hereby rescind those portions of Resolutions Nos. 222 and
92-330 relating to the approximate floodplain information for the stream reaches listed in Table
2; and

BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a
certified copy of this resolution to the City of Delta; the City of Grand Junction; the Board of
County. Commissioners of Delta County; the Board of County Commissioners of Mesa County;
the Colorado Office of Emergency Management; the U.S. Army Corps of Engineers, Sacramento
District; and the Federal Emergency Management Agency.

6
