I I I this Chapter 5. (2) No person shall engage in any development in any low hazard zone without a permit. I I I (3) Except as may be provided elsewhere in these requlations, development in the low hazard district shall be designed so that: (a) The development proscribed in S5-202(3) (a) and (b) shall not be allowed in the low hazard zone. (b) Such development shall not cause an enlargement of the floodplain so as to cause damages to or on lands other than those owned by the developer. I (c) Any residential or nonresidential building or struc- ture, whether fixed or mobile, designed for human occupancy or the storage of property, and occupying a space greater than one hundred square feet, shall be constructed, located, or improved so that any external wall shall be not less than fifteen (15) feet from the stream side of the low hazard zone. I I I (d) The lowest floor of any such building or structure shall be not less than one foot above the maximum water elevation of the computed intermediate region- al flood, unless such building or structure has been adequately floodproofed to or over one foot above said maximum water elevation. I I I (e) In the event that the fioodwaters in a low hazard zone can be expected to attain a velocity greater than three (3) feet per second (at any point where the proposed added development is to occur,) addi- tional floodproofing shall be required sufficient to withstand such greater water velocity. I I (4) A permit to engage in development in low hazard zones may be issued by the permit authority only if the follow- ing design and performance standards are met: I (a) with respect to new construction or substantial improve- ments, be designed so that the proposed construction (including prefabricated homes) is anchored to prevent flotation, collapse, or lateral movement of the structure. I (b) Be consistent with the need to minimize flood damage. I I -7-
