<br />I <br /> <br />I <br />I <br />I <br /> <br />the ground and the presence of either slash or ladder <br />fuels, or a slope factor. <br /> <br />(13) "No Hazard" means a lack of timber density and vegetation <br />or fuels such as open water, bare rock. <br /> <br />I <br />I <br /> <br />(14) "Nonconforming Use" means any structure, development or <br />land use in existence on the effective date of these regu- <br />lations and not permitted under the terms and provisions <br />of these regulations. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />(15) "Severe Brush Hazard" means a timber density of less than <br />30% conifer crown coverage with nearly continuous coverage <br />of high brush or conifer saplings. The fuel is dense to <br />moderately dense flammable vegetation over 2-feet high <br />including Gambel oak (in fall), big sagebrush, conifer <br />reproduction, abundant litter and/or herbaceous fuels and <br />the possible presence of scattered conifer stands. <br /> <br />(16) "Severe Tree Hazard" means anyone of the following: <br /> <br />(a) Timber density of greater than 55% conifer crown <br />coverage. <br /> <br />(b) Timber density of 50-55% with a slope factor of 30% <br />or greater including but not limited to fuels of <br />dense conifer stands with any surface fuels. <br /> <br />I <br />I <br /> <br />(c) Timber density of 35-55% conifer crown coverage, <br />including but not limited to fuels of medium density <br />of conifer reproduction and deadwood with a slope <br />factor of less than 30%,in the presence of slash or <br />ladder fuels. <br /> <br />(d) Timber density of 35-55% conifer crown coverage, in- <br />cluding but not limited to fuels of medium density of <br />conifer reproduction and deadwood with a slope factor <br />of greater than 30% when slash or ladder fuels are <br />not present. <br /> <br />I <br />I <br /> <br />(e) Areas of severe slash with or without crown cover, <br />regardless of slope. <br /> <br />I <br /> <br />(17) "Slash" means vegetative debris left after cutting or <br />clearing operations in forest or brush areas, which re- <br />quired treatment to reduce wildfire hazard. <br /> <br />(18) "Slope" means the gradient of the ground surface measured <br />in percent. <br /> <br />I <br /> <br />(19) "Slope Factor" means a topographic condition that necessi- <br />tates increasing the wildfire hazard rating of an area <br /> <br />I <br />I <br /> <br />-3- <br />
