(3) At least thirty days but not more than sixty days
before the public hearing, the administrator shall
publish the notice in a newspaper of general
circulation in the county, and shall mail the
notice by first class mail to each of the follow-
ing:

(a) The Colorado Land Use Commission and other
state and federal agencies, as deemed appro-
priate in the discretion of the administrator.

(b) Persons on the mailing list.

(c) All persons who would receive notice if the
designation were an amendment of the zoning
code or an application for rezoning.

(d) In the discretion of the administrator,
members of the news media and any other
person considered to be likely to be affected
by the proposed designation.

(e) If any other local governmental jurisdiction
would be directly or indirectly affected, the
proposed designation similarly shall be
mailed to such government and to the Regional
Planning Commission and/or Council of Govern-
ments.

Matters to be Considered at Designation Hearing.

(1) At the public hearing described above, the govern-
ing body shall consider such evidence as may
appear appropriate including, as a minimum:

(a) The intensity of current and foreseeable
development pressures:

(b) The matters and considerations set forth in
any applicable guidelines for identification
and designation:

(c) Model regulations issued by the Colorado Land
Use Commission and other state agencies:

(d) The boundaries of the proposed area;

(e) Reasons why the particular area or activity
is of state interest, the dangers that would
result from uncontrolled development of any
