<br />FLOOD INSURANCE STUDY <br />CITY OF FORT COLLINS, LARIMER COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />LI Purpose of Study <br /> <br />This Flood Insurance Study revises and updates a previous Flood Insurance Study for the <br />City of Fort Collins, Larimer County, Colorado, This information will be used by the <br />City of Fort Collins to update existing floodplain regulations as part of the Regular Phase <br />of the National Flood Insurance Program (NFIP). The information will also be used by <br />local and regional planners to further promote sound land use and floodplain development. <br /> <br />In some States or communities, floodplain management criteria or regulations may exist <br />that are more reslrictive or comprehensive than the minimum Federal requirements. In <br />such cases, the more restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1,2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the National Flood Insurance <br />Act of 1968 and the Flood Disaster Protection Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for the original study were performed by Gingery <br />Associates, Inc., for the Federal Insurance Administration (FIA) , under Contract <br />No. H-40l7, This work, which was completed in October 1977, covered all significant <br />flooding sources affecting the City of Fort Collins. <br /> <br />The hydrologic and hydraulic analyses for the Cache La Poudre River were reanalyzed <br />by the U,S, Department of the Army, Corps of Engineers (USACE), Omaha District <br />The data were compiled by Simons, Li & Associates, Inc., for the Federal Emergency <br />Management Agency (FEMA), under Contract No. EMW,86-C-2262, The revised <br />analyses were for the reach of the Cache La Poudre River from Horsetooth Road <br />upstream to the south end of Watson Lake. This work was completed in May 1994. <br /> <br />For the Cache La Poudre River ' Interstate Highway 25 Divided Flow area, the <br />hydrologic analyses were performed by the USACE, Omaha District (Reference 1), and <br />the hydraulic analyses were performed by Simons, Li & Associates, Inc., under Contract <br />No, EMW-86-C-2262, for FEMA. This work was completed in August 1990. <br /> <br />The hydrologic and hydraulic analyses for Cooper Slough were performed by Love & <br />Associates, Inc., for FEMA, under the Limited Map Maintenance Program (LMMP), <br />Contract No, EMW-90-C313. This work was completed in November 1993, <br /> <br />Revisions to Spring Creek were completed in 1993. The revisions to the hydrologic and <br />hydraulic analyses were completed for the City by various engineering consultants, These <br />data were submitted by Foothills Engineering Consultants, Inc" for FEMA, as a LMMP <br />contract <br /> <br />The hydraulic analysis for the Boxelder Creek Overflow Channel downstream of County <br />Road 50 (CR-50j' was performed by the U.S. Department of the Interior, Bureau of <br />Reclamation (USBR), for FEMA, under Interagency Agreement No, EMW-88-E.2765, <br />
