<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study has been prepared to revise and update <br />a previous Flood Insurance Study for the unincorporated areas of <br />Garfield County, Colorado. This information will be used by Garfield <br />County to update existing flood plain regulations as part of the <br />regular program of flood insurance by the Federal Emergency <br />Management Agency (FEMA). The information will also be used by <br />local and regional planners to further promote sound land use and <br />flood plain development. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other juris- <br />dictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protec- <br />tion Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for this study were performed <br />by the U.S. Army Corps of Engineers (COE) , Sacramento District, <br />for the Federal Insurance Administration, under Inter-Agency <br />Agreement Nos. IAA-H-16-75 and IAA-H-7-76, Project Order Nos. 20 <br />and 1, respectively. <br /> <br />Revised hydrologic and hydraulic analyses for the Roaring Fork <br />River, Cattle, Rifle, and Government Creeks and Hubbard Gulch along <br />with new hydrologic and hydraulic analyses for the Crystal River, <br />Fourmile, Threemile, and Mitchell Creeks and Helmer and Ramsey <br />Gulches were performed by Simons, Li & Associates, Inc., for FEMA, <br />under Contract No. EMW-C-0942. This study was completed in December <br />1983. <br /> <br />1.3 Coordination <br /> <br />Streams requiring detailed and approximate study were identified <br />at a meeting attended by representatives of the study contractor, <br />FEMA, and Garfield County in June 1982. <br />
