Coordination with the Utility Notification Center of Colorado would be required to insure <br />minimal interruption in service to residents in the project area. <br /> <br />7. Special coordination would be required with the owners of the Riverside Cemetery to protect <br />a water well located adjacent to the proposed floodway. <br /> <br />8. Special construction safety procedures would be employed to assure that overhead power <br />lines are not accidentally encountered during construction. <br /> <br />9. An Individual Permit under Section 404 of the Clean Water Act would be required from the <br />USACE. <br /> <br />10. A 401 Certification would be required from the USACE in consultation with the Colorado <br />Department of Health. <br /> <br />11. The project area has not been previously surveyed for cultural resources. Per SHPO, all areas <br />to be disturbed must be surveyed for the presence of cultural resources prior to construction. <br />If any cultural resources are encountered during the surveys, construction would stop and <br />consultation with SHPO and the Regional VIII Environmental Officer would be required <br />before construction could resume. <br /> <br />FINDINGS <br /> <br />Based upon the information contained in the attached Final Environmental Assessment, <br />completed in accordance with the National Environmental Policy Act, FEMA's regulations (44 <br />CFR Part 10) for environmental considerations, and Executive Orders addressing Floodplains <br />(E.O. 11988), Wetlands (E.O. 11990), and Environmental Justice (E.O. 12898), it is found that <br />the Proposed Action with the prescribed mitigation measures and stipulations will have no <br />significant adverse impact on the human environment.
