Coordination with the Utility Notification Center of Colorado would be required to insure minimal interruption in service to residents in the project area. 7. Special coordination would be required with the owners of the Riverside Cemetery to protect a water well located adjacent to the proposed floodway. 8. Special construction safety procedures would be employed to assure that overhead power lines are not accidentally encountered during construction. 9. An Individual Permit under Section 404 of the Clean Water Act would be required from the USACE. 10. A 401 Certification would be required from the USACE in consultation with the Colorado Department of Health. 11. The project area has not been previously surveyed for cultural resources. Per SHPO, all areas to be disturbed must be surveyed for the presence of cultural resources prior to construction. If any cultural resources are encountered during the surveys, construction would stop and consultation with SHPO and the Regional VIII Environmental Officer would be required before construction could resume. FINDINGS Based upon the information contained in the attached Final Environmental Assessment, completed in accordance with the National Environmental Policy Act, FEMA's regulations (44 CFR Part 10) for environmental considerations, and Executive Orders addressing Floodplains (E.O. 11988), Wetlands (E.O. 11990), and Environmental Justice (E.O. 12898), it is found that the Proposed Action with the prescribed mitigation measures and stipulations will have no significant adverse impact on the human environment. As a result of this Finding of No Significant Impact, an Environmental Impact Statement will not be prepared, and the Proposed Action with the associated mitigation measures and stipulations as described in the attached Environmental Assessment may proceed.
