<br />" ......,,<'"' <br />" <br /> <br />" <br /> <br />FEDERAL EMERGENCY MANAGEMENT AGENCY <br /> <br />FINDING OF NO SIGNIFICANT IMPACT <br /> <br />Pawnee Creek Flood Mitigation <br />City of Sterling, Town of Atwood, and Logan County, Colorado <br />Hazard Mitigation Grant Program DR I186-CO Project No. 0001 <br />July 23, 1999 <br /> <br />BACKGROUND <br /> <br />Pawnee Creek is a left-bank tributary to the South Platte River and drains an area of about 645 <br />square miles. The mouth of the creek is located about five miles southwest of Sterling and about <br />one mile northeast of Atwood in Logan County, Colorado. Major flood events on the Pawnee <br />Creek have occurred in 1935, 1965, and 1997. The worst flood occurred in 1997 when <br />floodwaters damaged approximately 13,700 acres of agricultural land, approximately 1,400 <br />residences, and more than 200 businesses. Roads, bridges, and highways were also damaged <br />during the 1997 flood event. <br /> <br />DESCRIPTION <br /> <br />Presently, overbank flows of Pawnee Creek are prevented from flowing to the South Platte River <br />by embankments of Highway 6 and the Union Pacific Railroad track. The embankments, which <br />are located on the riverside of both towns, contribute to ponding of floodwaters in Atwood and <br />surrounding areas and directing the overflow into Sterling. The objective of the proposed <br />project is to construct flood flow routing structures (i.e., flood channels, culverts, dikes, <br />floodwalls, and drop structures) near Atwood, near the Highway 6 and UPRR bridges over <br />Pawnee Creek, and near Riverside Cemetery. <br /> <br />MITIGATION AND STIPULATIONS <br /> <br />The resulting mitigation and stipulations upon which this finding is conditioned are: <br /> <br />1. Best Management Practices, such as silt curtains and/or hay bales, would be employed to <br />reduce potential soil erosion during construction. <br /> <br />2. Special design and/or construction procedures would be implemented as needed during the <br />construction of embankments, dikes, and levees. <br /> <br />3. A Floodplain Development Permit from Logan County would be required. <br /> <br />4. A Construction Stormwater Discharge Permit would be required from the Colorado <br />Department of Public Health and the Environment, Water Quality Division. <br />
