<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTIONTHREE Affected Environments and EnVIronmental Consequences <br /> <br />3.10.2 Threatened and Endangered Species <br /> <br />Based on infornlation obtained from the USFWS. the following federally endangered, threatened, <br />and candidate species have the potential to occur in Logan County and, in accordance with <br />Section 7 of the Endangered Species Act, potential impacts to each need to be evaluated: <br /> <br />Endangered Species <br />Whooping crane <br />Eskimo curlew <br /> <br />Grus americana <br /> <br />Numenius borealis <br /> <br />Black-footed ferret <br /> <br />Mustela nigripes <br /> <br />Threatened Species <br />Bald eagle <br /> <br />Haliaectus leucocephalus <br /> <br />Candidate Species <br />Mountain plover <br />Swift fox <br /> <br />Charadrius montanus <br />Vulpes velox <br /> <br />Based on available published information and information obtained during the site visit, the <br />project area was evaluated for habitat(s) utilized by these species. It was determined that habitat <br />utilized by five of the six species does not occur in the project area. Habitat used by the bald <br />eagle includes large cottonwood trees that are used as roost and perch sites. Large cottonwood <br />trees are present in the project area; however, since no cottonwood trees would be removed, and <br />construction would occur between late spring and early fall when eagles are not in the area, none <br />of the alternatives would effect the bald eagle. Based on these factors, it was concluded that the <br />project does not have the potential to adversely affect federally listed threatened and endangered <br />species. This conclusion was confirmed by the USFWS in a letter dated March 18, 1999 <br />(Appendix C) in which they concur that no federally listed species would be adversely affected <br />by the project. <br /> <br />Information was received from the Colorado Division of Wildlife regarding state-listed <br />threatened, endangered, and special concern species in Colorado (Appendix C). Based on the <br />information received, four fish species, one amphibian species, five bird species, and one <br />mammal species has the potential to occur in Logan County. Based on the habitat utilized by <br />each of these 11 species, it was determined that neither action alternative would adversely affect <br />any of the species. In their letter dated March 22, 1999, the Colorado Division of Wildlife stated <br />it is highly unlikely that any threatened or endangered species would be significantly impacted <br />by the action alternatives (Appendix C). <br /> <br />3-16 <br />
