Lawton <br />Direotor, Bureau of the Budget <br /> <br />September 29, 1952 <br /> <br />Dear Mr. Lawton: <br /> <br />Pursuant to the requirements of the President's Exeoutive Order No. 384 there <br />is transmitted herewith, for advioe as to the relationship of the pr posal to <br />the program of the President, a letter transmitting a report from th's Depart- <br />ment to the Speaker of the House of Representatives entitled "Survey Report, <br />Fountain River Watershed, Oolorado." Sinoe previous drafts of this eport have <br />been revised please disregard any advanoe oopies whioh may be in your possession. <br /> <br />The report together with accompanying appendixes were submitted to th Governor <br />of Colorado, to the Arkansas River Compaot Administration, and to int rested <br />Federal agenoies for their review and oomments. Alloomments are enc osed. <br /> <br />Views of offioials of the State of Oolorado are-in general favorable 0 the <br />objectives oontemplated in the report, however,-the State desires ass rance <br />through adequate surveys, studies and data, that desirable programs ar so <br />planned that they do not oonflict with existing water rights of its ci izens <br />nor with the State's obligation under an interstate oompact. During t e work <br />planning stage_these problems will be studied jointly by the Departmen of <br />Agrioulture and the State of Colorado or other interested agenoies, an mutual <br />agreement reaohed on any confliots before initiating the program of im rovement <br />in the subwatershed involved. <br /> <br />Lt. Gen. Lewis A. Pick, Ohief of Engineers, oomments that the works of 'mprove- <br />ment planned for the protection of the urban area of M~nitou should be ade the <br />subject of a further joint study by -the Department of Agriculture and t e Oorps <br />of Engineers prior to authorization by the Congress. We agree tha~ sue a study <br />should be made, but we feel that we should not delay submission of the eport, <br />pending the oompletion of a joint study. Our letters of'transmittal to the <br />Congress state that a joint study will be completed before oonstruotion is <br />started on the protection works of Manitou. <br /> <br />The proposed program for the Fountain River Watershed will be coordinate with <br />and made part of the oomprehensive program now being developed for the A kansas- <br />White-Red River Basin at the time the report is prepared. <br /> <br /> <br />We propose to also submit this report to the President of the Senate. <br /> <br />By direotion of the Seoretary. <br /> <br />Sinoerely, <br /> <br />s/ Ralph S.
