I believe that my <br />reply is self-explanator,y and needs no further elaboration for <br />you at this time. <br /> <br />Although I have formed no firm conclusion--the Report <br />is almost too sketchy for that anyway--I do believe that we should <br />consider seriously whether the Administration should take official <br />cognizance.
