It is proposed to stabili'Ze cuts and fills by <br /> <br />seeding and the installation of retaining walls. <br /> <br />(j) The purchase of water rights or rights to the use of <br /> <br />water that may be required as a result of the installation of the <br /> <br />recommended measures. <br /> <br />It is estimated that, on the average, the construction of the proposed <br />remedial measures Will result in a reduction of about 44 per cent in flood peaks <br />and 58 per cent in sedimentation rates, 88 per cent in flood and sediment damages <br />to roads, and 69 per cent in future flood and sediment damage\l. <br /> <br />The effect of any proposed project upon existing rightll to appropriate <br />water under State laws is of major concern to the State of Colorado. A high per- <br />centage of the irrigated land in the basin is located alQIlg the Fountain River <br />between Colorado Springs and Pueblo, where extended periods of low discharge have <br />been historically experienced.
