The report states that water rights within the basin will be purchased. <br />However, there is no statement as to the location or the amount of the rights <br />which will be purchased. <br /> <br />2. The report contains considerable discussion of the 83,339 acres of <br />land which have been set aside in Fountain River Watershed as water supply <br />areas for municipal water use. However, no data are presented as to the <br />effects of the proposed program upon the yield of water from these source areas. <br /> <br />3. The report claims the propos!"d program will result in major increases <br />in forage production, dry land crop yields, and annual growth of prj,vately <br />owned woodlands. No data are presented to evaluate the increase in'evaporation, <br />transpiration, and consumptive use which would presumably accompany this <br />increase in vegetative cover. <br /> <br />4. The effect of the 2,800 small detention dams in the plains area of <br />the Fountain River Watershed upon water yield for irrigation was not analyzed. <br /> <br />5. In speaking of the mountainous portion of the watershed which constitutes <br />a major source of streamflow, the l~pOl~ discusses the proposed reforestation <br />of a considerable area, the control of grazing, and fire protection. It is to <br />be expected that such measures would result in reduction of sediment yield and <br />water yield. However, no evaluation is presented from either viewpoint. <br /> <br />It is also suggested that the report should give consideration to the possibility <br />of increasing water yield from the water supply areas which have ,been set aside for <br />municipal water use in the headwater areas of the Fountain River Watershed by <br />selective timber cutting. <br /> <br />The report states that the relationship of the proposed program to the pro- <br />visions of the Arkansas River Compact between the States of Colorado and Kansas <br />has been considered and it appears that the recommended,program when fully installed <br />would not significantly affect the terms of that Compact. Since, as previously <br />stated, the report does not evaluate the effects of the proposed program upon <br />water yield, we cannot see how this statement with regard to impact upon the <br />Arkansas River Compact can be substantiated. <br /> <br />T.
