<br />Urban Redevelopment <br /> <br /> <br />Urban redevelopment can be used in flood-blighted areas <br /> <br /> <br />that are a drain on the community's economy. A redevelopment pro- <br /> <br /> <br />gram should include flood control works where necessary and reserve <br /> <br /> <br />the flood prone areas for parks, open spaces and other uses not sub- <br /> <br /> <br />ject to substantial flood damage. Public parking areas are often <br /> <br /> <br />established in floodway areas redeemed through urban redevelopment. <br /> <br />Warning Signs <br /> <br />The erection of flood warning signs and prominent post- <br /> <br /> <br />ing of previously attained flood heights. These signs carry no <br /> <br /> <br />enforcement but serve to inform prospective buyers that a flood <br /> <br /> <br />hazard exists. <br /> <br />Tax Adjustment <br /> <br /> <br />Tax adjustments for land dedicated to agriculture, recre- <br /> <br /> <br />ation; conservation or other open space uses may be effective in <br /> <br /> <br />preserving existing floodways along streams. As a community extends <br /> <br /> <br />its urban boundaries, adjacent farmland becomes more valuable each <br /> <br /> <br />year as residential or commercial developments move into parts of it, <br /> <br /> <br />which will cause tax evaluation to rise to the point where the land <br /> <br /> <br />no longer can be used profitably for farming or other open space uses. <br /> <br />Flood Insurance <br /> <br /> <br />The National Flood Insurance Program, established under <br /> <br /> <br />the 1968 Housing and Urban Development Act, provides a means whereby <br /> <br /> <br />private property owners can purchase previously unavailable flood <br /> <br /> <br />insurance. The program involves Federal subsidizing of insurance <br /> <br /> <br />costs (shared with private insurers) and reciprocal commitment of a <br /> <br /> <br />participating community to adopt and enforce realistic land-use con- <br /> <br /> <br />trols and related flood plain management measures. Effective March <br /> <br /> <br />1, 1972, insurable properties include all structures (plus contents) <br /> <br /> <br />used for residential, business, religious, or agricultural purposes, <br /> <br />App. 4 <br />29 <br />
