<br />'1 <br /> <br />A useful guide, "Introduction to Flood Proofing," pre- <br /> <br /> <br />pared by the Center for Urban Studies, University of Chicago, under <br /> <br /> <br />the sponsorship of the Corps of Engineers and the Tennessee Valley <br /> <br /> <br />Authority, is available from the Colorado Water Conservation Board, <br /> <br /> <br />Denver, Colorado and office of the Trinidad City Manager, Trinidad, <br /> <br /> <br />Colorado. It presents many helpful suggestions and briefly ou~~ines <br /> <br /> <br />and illustrates the possibilities of this approach. <br /> <br />Health Regulations <br /> <br /> <br />These regulations can serve to control the use of flood <br /> <br /> <br />plains for waste disposal and the construction of water and sewage <br /> <br /> <br />treatment facilities that may create health problems during floods. <br /> <br />Flood Forecasting and Evacuation <br /> <br /> <br />Reliable, accurate and timely forecasts of floods and <br /> <br /> <br />flood stages can be coupled with timely evacuation to save lives and <br /> <br /> <br />reduce property losses. The Federal Government has provided leader- <br /> <br /> <br />ship in developing and operating the major forecasting system. Com- <br /> <br /> <br />munities should consider the possible benefits of having a forecasting <br /> <br /> <br />service and should inquire of the National Weather Service of the <br /> <br /> <br />availability or plans for this service, Should forecasting service <br /> <br /> <br />be available, they should prepare local plans for effectively using <br /> <br /> <br />this information for alerting area residents and coordinating oper- <br /> <br /> <br />ations of city-county public services agencies and rescue activities <br /> <br /> <br />which may be required during a flood emergency. <br /> <br />. <br /> <br />Open Spaces <br /> <br />Areas adjacent to streams and other bodies of water <br /> <br /> <br />have a natural attraction and are readily adaptable to recreation <br /> <br /> <br />and open areas. Parks, playgrounds and picnic areas are especially <br /> <br /> <br />suitable for flood plain locations where obstr1Jctive -:::er.lanent facil-- <br /> <br />ities would increase t!1e flood 'layna<Je potential. A number of local- <br /> <br />ities throughout the country are using flood plains for such purposes <br /> <br /> <br />and are reaping secondary benefits from the flood damage prevention. <br /> <br />App. 4 <br />28 <br />
