<br />jecision makers intent upon improving federal flood policy, it is likely that the
<br />Jnited States will persist in a stale of knowing what to do about floods, but not
<br />loing it.
<br />We, as a society, have invested considerable effort and suffered much hard ex-
<br />.)erience to learn the lessons of floods. The time is now appropriate to seek to ask
<br />.md answer why those lessons have not always been effectively linked to policy
<br />.Iction. Overcoming the obstacles to improved societal response to floods will be
<br />I'ar more complex than simply exposing persistent misconceptions. Ncvcrlhc1css,
<br />through a discussion of such fallacies, what they are, their deleterious effects, and
<br />why they persist, previously unseen opportunities for action may develop.
