This information will
be used by Boulder County to update existing floodplain
regulations as part of the Regular Phase of the National Flood
Insurance Program (NFIP). The information will also be used by
local and regional planners to further promote sound land use and
floodplain development.

In some states or communities, floodplain management criteria or
regulations may exist that are more restrictive or comprehensive
than the minimum Federal requirements. In such cases, the more
restrictive criteria take precedence and the State (or other
jurisdictional agency) will be able to explain them.

1.2 Authority and Acknowledgments

The sources of authority
National Flood Insurance
Protection Act of 1973.

for thi s Flood Insurance Study are the
Act of 1968 and the Flood Disaster

The hydrologic and hydraulic analyses for the original study were
performed by the U.S. Soil Conservation Service (SCS) for the
Federal Emergency Management Agency (FEMA), under Inter-Agency
Agreement No. lAA-H-16-72, Project Order No. S. That work, which
was completed in August 1974, covered all signi ficant flooding
sources affecting Boulder County.

The revised hydrologic and hydraulic analyses for this study were
performed by various engineering firms, for the purposes of
floodplain evaluation and are discussed in Section 6.0

1.3 Coordination

During the preparation of the original study, the following were
contacted: U.S. Army Corps of Engineers (COE), Omaha District;
U.S. Geological Survey (USGS), Water Resources Division, Colorado
District Office; U.S. Weather Bureau; Denver Regional Council of
Governments; Urban Drainage and Flood Control District (UDFCD);
Colorado Water Conservation Board (CWCB), Boulder County; and City
of Longmont.

The final coordination meeting for the original study was held on
July 13, 1976, and attended by representatives of FEMA, the study
contractor, and the county. Comments from county officials and
citizens were taken into account.
