<br />Upon the official approval of the comprehensive and summary reports by
<br />the Colorado Water Conservation Board. the areas described as being inundated
<br />by the lOO-year flood (intermediate regional flood) can be designated as
<br />flood hazard areas and their use regulated accor~ingly by the local agencies.
<br />The terms "i nterrnedi ate regional flood", "lOO-yearflood",and"onepercent
<br />flood" can be used interchangeably since they refer to the same flood.
<br />However,toavoidconfusion,thetClrm"lOa-yearflood"isusedexelusively
<br />throughout this report.

<br />Several studie~ have been conducted for Logan Co~nty and the City of
<br />Sterling. "Flood Plain Infonnation: South Platte River and Pawnee Creek,
<br />Sterling, Colorado" prepared by the U.S. Amw Corps of Engineers (197B)
<br />Omaha Oistrict made preliminary determinations of the extent of flooding in
<br />Sterling from Pawnee Creek overflows in addition to the detailed analysis of
<br />flooding ca~sed by the South Platte Ri~er. E,L. Bennett, P.E., a local
<br />consulting engineer made studies of Pawnee Creek floods. His work. tho~gh
<br />unp~blished is on file with the Director of Public Works. Additional
<br />unpu~lished studie> by the U.S. Army Corps of [ngineers.a~hJ District Jlso
<br />provided ibformation for the comphrehensive report. Finally, Hoskins and
<br />Associates (1957) developed a master drainage plan for the City. TheHoskins
